The U.S. Trade and Development Agency (USTDA) has selected 3E Consulting LLC, working in cooperation with Emerging  Markets Infrastructure  LLC (3E-EMI), to perform advisory services to accelerate  clean energy project development and financing in sub-Saharan Africa by supporting USTDA and the Development Bank of Southern Africa Limited (DBSA).

In 2015, 3E was awarded a two-year, $1,000,000 Task Order contract under a 5-year, world-wide Energy IDIQ contract., to provide advisory services to The U.S. Trade and Development Agency (USTDA) and the Development Bank of Southern Africa (DBSA).  This contract was later extended to April 2018.

Under this contract, 3E Consulting LLC, working in cooperation with Emerging Markets Infrastructure LLC (3E Advisory Team), is supporting USTDA and DBSA to accelerate clean energy project development and financing in sub-Saharan Africa. Download USTDA’s support letter.

The 3E Advisory Team will work with U.S. and sub-Saharan public and private sector stakeholders in the clean energy sector to identify priority projects that could benefit from USTDA project development funding and/or DBSA financing. To date, 3E team has evaluated a wide range of clean energy projects in Sub-Saharan for USTDA feasibility funding and has provided advisory services to DBSA in such areas as Asset Back Securitization, Project Bond Market, Structuring Project Bonds, and structuring financial instruments for providing equity to Black Economic Empowerment (BEE) industrialist for qualified Gas-to-Power (GTP) projects as part of South Africa’s Liquefied Natural Gas–to-Power Independent Power Producer Procurement Programme (LNG-to-Power IPPPP).
